Editor's note: The Municipal People's Government promulgated the "Preferential Policy for the Development of Auto Parts Industry (Trial)" (hereinafter referred to as "Preferential Policy") of the People's Government of Jiangmen City recently, which has aroused people's concern.

Why does the city need to cultivate the auto parts industry as an advantageous industry? What kind of approach will be used to achieve this goal?

Background: huge industrial opportunities

It is understood that the "Preferential Policy" was issued on the basis of a joint investigation and study conducted by the Municipal Planning Bureau and the Economic and Trade Bureau, based on the "Report on the Development of the Automobile Foundation Industry and its Future in Jiangmen City" (hereinafter referred to as the "Report"). According to the preliminary analysis of the research report, the development of automobile parts and components industry in the city has a good external environment and internal conditions and advantages.

Judging from the external environment, on the one hand, the domestic automobile consumption demand soared that the automobile industry entered a rapid growth period. It is estimated that in 2004 the country’s auto production will reach 5.2 million units and sales will approach 5 million. In the future, China’s auto industry will continue to grow at an average annual rate of 20-30% for a long period of time. Some experts predict that by 2010 the national automobile production and sales The volume will be close to 10 million, making it the second largest consumer of automobiles in the world.


On the other hand, the automotive industry in our province has become an important automobile industry base in China. The province’s vehicle output increased from 16,900 units in 1999 to 189,400 units in 2003 (including 183,300 cars), an average annual increase of 83%. It is expected that by the year 2010, the total vehicle production will reach 1 million, and the output value will reach 180 billion yuan.

The development of vehicle production in our province creates a good opportunity for the auto parts industry. According to the principle of matching the main spare parts and the entire vehicle, the vehicle manufacturers in Guangzhou and Shenzhen will mainly rely on the enterprises in this province, which will inevitably bring good development opportunities to the automotive parts and components manufacturing industry in our province. According to the basic ratio of the modern automobile industry, the labor-employment ratio driven by the auto industry is 1:6, the output ratio of main engines and spare parts is 1:1.7, and the province’s auto industry is expected to achieve a production value of RMB 100 billion in 2005. To form a 170 billion yuan auto parts manufacturing market, if we add the intermediate value-added parts of auto parts sales, distribution, installation, beauty, maintenance, etc., it is expected that the auto parts market in our province will reach as high as 2500-3000 in 2005. 100 million yuan.

According to preliminary understanding, at present, there are already many cities in the province that will support the auto parts industry as the focus of future industrial development, and expect to have a share of the golden age of China's auto industry development in the next decade.

From the perspective of its own environment, through the rapid development of more than two decades of reform and opening up, the city has the conditions and advantages of developing the auto parts industry. On the one hand, the more developed motorcycle industry has provided experience in the development of the production organization, division of labor and some technical applications for the development of the auto parts industry. Secondly, in recent years, auto parts companies that have settled in new markets and transformed their products have achieved good results, which have a leading role in the development of auto parts industry in our city. In recent years, the city has also successfully introduced several large-scale automobile parts production companies and achieved very good results. For example, Guangdong Modern Mobis Electrical Co., Ltd. relies on its parent company, Korea Hyundai Motor Group, to set up four subsidiaries of automotive carpets, filters, car audio, and wipers. In 2003, the export volume reached 13.8 million U.S. dollars, which is expected to double this year. The product sales are good. At present, the company is considering increasing the capital of some subsidiaries and preparing for the construction of the fifth automobile parts and components project. Third, the city has a series of mechanical manufacturing capabilities such as gasoline engines, diesel engines, agricultural machinery, electric motors, high-pressure pipe fittings, and mechanical bearings. A number of high-tech profitable companies have emerged such as steering gears and bearings, as well as plastic molding such as Zhongxin Company. Equipment manufacturing companies have a potential to develop auto parts industry.

Purpose: To cultivate advantageous industries

The "Report" analyzes that although, from the perspective of the external environment and internal conditions, it has the basis for nurturing the auto parts industry to become the dominant industry in the city. However, at present, the automobile spare parts industry in our city has major deficiencies in comparison with cities where Huadu, Foshan, Zhongshan and other auto parts industries have developed well: First, the total investment is not large, the production scale is small, and the product structure is single. The technical content is not high; second, the distribution of enterprises is untidy, and they are unable to form agglomeration effects and mutual support; the third is that the enterprises are not well-known, there are no large international companies, and because Japanese-funded enterprises are not Japanese-owned enterprises, the Japanese system that has not been formed in our province cannot be established. The vehicle manufacturers are supporting; Fourth, the international automobile industry is growing slowly, while the main sales channels of auto parts enterprises in our city are all exported and cannot share the high-speed development market of the domestic automobile industry.

It is based on the advantages and disadvantages of the city's development of auto parts industry. The “Preferential Policy” provides preferential policies for the enjoyment of the “Opinions of the CPC Jiangmen Municipal Committee and Jiangmen Municipal People’s Government on Accelerating the Development of Private Economy” in the investment and development of auto parts industry enterprises in the city, and enjoys the preferential policies of the City Hi-tech Development Zone. , Enjoy the preferential treatment of municipal high-tech enterprises, and the "support industrial development funds", "private support funds for private economy", and "three expenses for science and technology (funds)" set by the municipal government are also tilted toward auto parts production enterprises.
