The cooperation agreement decided to carry out exchanges and cooperation in the formulation of TCM development strategies and plans, promote the healthy, rapid and sustained development of TCM medicine in the two places, and continue to meet the needs of Chinese people for TCM services. Communicate in the areas of policies and regulations of Chinese medicine and timely communicate the latest information on relevant aspects of the field. Jointly develop exchanges and cooperation in the field of TCM medicine, bring into play the respective advantages of the two places, learn from each other, discuss the future development of Chinese and Western medicine collaboration and its clinical benefits, and strengthen exchanges and cooperation in TCM management.
Establish communication mechanisms in the formulation of TCM standards and promote the standardization of TCM; explore various forms of scientific research cooperation. Effectively utilize the resources of both parties to explore ways to strengthen the cooperation of continuing education and teacher education of Chinese medicine practitioners, and to accelerate the improvement of Chinese medicine ability through cooperation in training and assessment; and to explore the exchange and cooperation methods of TCM specialist training. Promote the exchange of traditional Chinese medicine culture between the two places and the regularization of popular science activities. To support the advantages of both Guangdong and Macao in terms of geography and language, and to cooperate in the construction of traditional Chinese medicine bases, personnel training, and management of traditional Chinese medicine.
In December 2007, the "Guangdong-Australia Cooperation Agreement on Chinese Medicine Industry Cooperation" was signed. Since then, the communication and cooperation between Guangdong and Macao in TCM medical services, education and training, and scientific and technological innovation have generally progressed smoothly. Some of them have achieved phased results. At present, key scientific and technological collaboration projects such as the "Zhuao Cooperative Demonstration Research on key technologies for quality assessment of traditional Chinese medicine", "Establishment of the Lingnan Chinese Herbal Chemical Reference Library", and "The effective component of Banlangen's anti-influenza virus infection" have progressed smoothly.
Prior to the return of Macao, the services of Chinese medicine were mainly private self-issued. After the return of Macao in 1999, the government of the special administrative region paid attention to the development of Chinese medicine and issued a series of related measures. As of the end of 2007, there were more than 400 Chinese medicine practitioners who were qualified to practise medicine in Australia. There are about 1,000 kinds of medicinal herbs sold in Macao's pharmacies. Only Tongxiangtang, a local non-governmental charity organization, has two Chinese medicine clinics and one pharmacy station. Last year, it handled 190,000 person-times, and issued 89,000 Chinese herbal decoctions and more than 1,000 Chinese medicine preparations.
