The scope of the demonstration project includes: recycling of waste steel, waste non-ferrous metals, used tires, waste plastics, waste oil, waste textiles, construction waste, waste electrical and electronic products, and scrapped automobiles.

The notice request also proposed that the scale effect should be outstanding. The scale of waste steel processing demonstration projects is not less than 200,000 tons/year, the scale of waste non-ferrous metal recycling demonstration projects is not less than 100,000 tons/year, and the scale of waste plastics and waste tires comprehensive utilization demonstration projects is not less than 100,000 tons/year. The scale of other industrial demonstration projects is not less than 50,000 tons/year.
