On Monday, July 17, the gymnasium at the school in Custer Park was bustling with activity as close to 200 residents from both Braidwood and Custer Township gathered to hear about a potential agreement between the fire districts. The topic of discussion? Whether Braidwood should take over fire protection services in Custer. This meeting came shortly after a real-life demonstration of why these services are crucial—during the gathering itself, there was a medical emergency in the parking lot. While Custer's EMTs and paramedics responded quickly, Braidwood had to be called in for transport. The negotiation centers around an intergovernmental agreement (IGA), which is still in draft form. If approved, this agreement would transfer all tax revenue collected by the Custer Fire Protection District (CFPD) to Braidwood. Additionally, CFPD would sell any surplus assets to Braidwood, with the proceeds going to Braidwood as well. Throughout the three-hour session, emotions ran high as both supporters and opponents of the IGA voiced their opinions. Bob Hussey, a trustee, praised the CFPD for recent achievements, like upgrading equipment and maintaining daily operations since its relaunch in 2019. However, many in the community are concerned about the future, especially with upcoming developments like a solar farm and a water district that promise increased tax revenue. Some feel these funds should remain within Custer, while others argue current finances are insufficient to maintain essential services. CFPD President Ron Pruss emphasized the importance of having a fully functional ambulance, noting that without one, Custer relies heavily on neighboring districts for assistance. Although Custer already has an ambulance partly funded by donations, it remains unapproved by the state for transport. The district operates under a non-transport license, meaning they can only provide initial emergency care until help arrives from another district. Despite this limitation, CFPD lacks the financial flexibility to hire more staff due to existing tax caps. Braidwood has indicated willingness to integrate Custer’s employees into their ranks, but those who are solely EMTs or paramedics would need to obtain firefighting certification first. Some residents expressed disappointment, recalling their support for reopening the fire district in 2018, only to now see it potentially fall under Braidwood’s control. Others, however, expressed relief at the prospect of stability and security that the IGA might bring, particularly if it ensures Braidwood takes full responsibility for Custer Township. Another point of contention arose regarding transparency; both sides agreed that the lack of public access to the draft IGA has been frustrating. Custer Park’s previous fire department closed in 2013 after the private entity managing it dissolved. Afterward, services were temporarily provided by Braidwood until a 2018 referendum allowed Custer Township to reinstate its own fire protection district in 2019. Initially, Custer partnered with Riverside EMS for ambulance and paramedic services, but that arrangement ended last fall. According to the draft IGA, Braidwood plans to retain Custer’s ambulance. The agreement, if finalized, would last five years, with a possible merger afterward contingent upon voter approval. A merger could result in significant taxpayer savings by eliminating duplicate costs such as dispatch and insurance services. As discussions continue, the community waits anxiously for answers that will shape their local fire protection landscape for years to come.
