Luzhou Releases Notice to Strengthen Drying Facilities Construction of State-owned Grain Enterprises
The people's governments of counties, cities and districts, relevant departments of the municipal government, and directly affiliated institutions:
The city is located in the Jianghuai watershed, with special climatic conditions. The food harvest in the afternoon and autumn seasons is affected by rainy weather, which can easily lead to high moisture food grain and mildew. The demand of grain-growing farmers for grain drying facilities is extremely urgent. In order to better serve grain farmers and maintain the interests of grain farmers, with the consent of the municipal government, the relevant matters regarding strengthening the construction of drying facilities for state-owned grain enterprises are hereby notified as follows:
First, the target mission
By 2018, based on the grain storage points approved by the provincial grain bureau, the city plans to increase the capacity of grain drying facilities by 10,000 tons/day, of which 10 new ones with drying capacity of 200-300 tons/day will be built. In the center, 100 new food drying stations with a drying capacity of 50 to 100 tons/day are built to ensure that there is a grain drying service station within the service scope of each township in the city. The project is planned to be constructed in three phases. The first phase will add 2500 tons/day of grain drying capacity, which will be completed by the end of June 2017; the second phase will add 3,500 tons/day of drying capacity, which will be completed by the end of October 2017; the third phase will add 4,000 tons/year. The drying capacity is completed by the end of June 2018.
Second, the funding arrangements
The funds for the construction of grain drying facilities shall be funded by the state-owned grain enterprises themselves and the municipal and county financial subsidy. The city-level financial funds shall be subsidized at 3,000 yuan per ton for the drying capacity, 3,000 yuan per ton for the county-level fiscal package, and other insufficiency. State-owned grain enterprises raised their own funds. The municipal finance allocates 8 million yuan from the special fund for modern agricultural development funds—agricultural industrialization, and arranges 2 million yuan from a special fund for grain industrialization, and a total of 30 million yuan for three consecutive years starting from 2017, according to the pre-built supplements. The principle is specifically used to add subsidies for grain drying facilities.
Third, the relevant requirements
(A) attaches great importance to increase propaganda. Grain drying is a popular project for the service of grain farmers. It is an important task for safeguarding food security. All localities and departments concerned must attach great importance to it, actively promote it, and encourage and support state-owned grain companies to build new food drying facilities.
(b) Actively raise funds to ensure funds are in place. All counties, cities, and district governments must implement supporting funds in full in accordance with the standards. State-owned grain enterprises must actively raise funds to ensure that construction funds are in place.
(3) To formulate management measures and specify the charging standards. The Municipal Grain Bureau and the Municipal Bureau of Finance shall promptly formulate the "Measures for the Administration of Grain Drying Facilities and Operational Subsidies of Chenzhou City," and adhere to the principle of keeping profits at a low profit. The pricing department shall verify the charging standards, ensure the normal operation of the drying facilities, and promptly serve grain farmers.
(d) Strengthen leadership and strictly supervise assessment. The construction of grain drying facilities will be included in the assessment of the responsibility of the county, city, and district heads for food security. All localities must earnestly strengthen leadership and strictly supervise the dispatch. The grain departments of counties, cities, and districts must actively organize enterprise declarations, guide and supervise the construction, and departments (units) such as agricultural machinery, finance, environmental protection, development and reform, construction, land, fire control, and agricultural distribution should actively support and fully cooperate to ensure the city’s grain supply. The construction of drying facilities was completed on schedule.

Recently, the Zhuozhou City Government issued a notice to strengthen the construction of drying facilities for state-owned grain enterprises. It pointed out that by 2018, the whole city of Ganzhou plans to increase grain drying capacity by 10,000 tons/day.
