Beijing, September 25 (Reporter Li Zhiyong) – In a bid to improve air quality and reduce pollution caused by vehicle emissions, Beijing will enforce stricter fuel standards starting October 1, 2004. All gasoline and diesel fuels used in vehicles must now meet the European Union's Euro 2 emission standards. This move is part of broader efforts to enhance environmental conditions in the city, especially in preparation for the 2008 Olympic Games. Li Kunsheng, an assistant researcher from the Atmospheric Environmental Management Department at the Beijing Municipal Environmental Protection Bureau, noted that while there has been some improvement in air quality, the environmental situation remains challenging. According to Beijing’s goal to host the 2008 Olympics, the city aims to achieve Grade 2 or better air quality on 80% of days, but currently, this target is only met around 60% of the time. He explained that particulate matter pollution is the main issue, with visible effects such as hazy skies and poor visibility. This type of pollution significantly affects public health, particularly respiratory and cardiovascular systems. The primary sources of these particles are vehicle exhaust emissions and dust from construction sites. Despite having nearly four years until the Olympics, the task of environmental improvement remains difficult. To support this transition, Zhou Zhanzhu, director of the Important Commodity Management Subcommittee at the Beijing Administration for Industry and Commerce, emphasized that the city has launched a campaign to ensure compliance with the new fuel standards. From mid-September to September 30, various branches of the industry and commerce bureau conducted inspections and public awareness campaigns across the city. Starting October 1, they will begin strict monitoring of all oil distribution companies. These companies are required to sell only fuels that meet the Euro 2 standard. To allow for a smooth transition, the period from October 1 to October 20 will serve as a replacement period for existing stocks. On October 20, officials will conduct inspections to ensure compliance. Those found violating the regulations will face severe penalties. It is also expected that from July 1, 2005, Beijing will implement even stricter Euro 3 fuel standards, further tightening controls on vehicle emissions and contributing to long-term improvements in air quality.
