China Economic Net, Beijing, July 1 From today, the “Regulations on the Management of New Energy Vehicle Production Enterprises and Product Access” announced by the Ministry of Industry and Information Technology officially began implementation. Li Shengmao, a researcher of China Investment Advisor New Energy Automobile Industry, believes that the official implementation of the new standard indicates that China's new energy vehicles will usher in a new development situation. It is expected that related support policies will be introduced in the near future.

The "Regulations" pointed out that according to the maturity of new vehicle vehicles, systems, and key assembly technologies, the degree of improvement of national and industrial standards, and the degree of industrialization, they are divided into three different stages: start-up period, development period, and maturity period. Technical stage. For products in different technical stages, the Ministry of Industry and Information Technology will adopt different management methods.

The initial stage product refers to the implementation path of the technical principle is still in the early stage of research, lack of national and industry related standards, products that have not yet been industrialized. Fuel cell vehicles, hydrogen engine vehicles, and DME vehicles are included in this category.

The products in the development period refer to the products whose basic implementation path of technical principles is basically clear and whose national and industrial standards have not yet been perfected. Hybrid passenger cars powered by lithium-ion power batteries, commercial vehicles, and pure electric vehicles fall into this category. However, pure-electric commercial vehicles produced by lithium-ion power batteries are at the starting stage.

Mature products refer to products whose production path of technology principles is clear, product technology and production technology are mature, national and industrial standards are basically complete, and can enter the industrialization stage. Lead-acid batteries produced by hybrid passenger cars, pure electric passenger cars and pure electric commercial vehicles fall into this category. Hybrid passenger cars, pure electric passenger cars and pure electric commercial vehicles produced from hybrid passenger cars and lead-acid batteries produced from metal-hydride nickel-based power storage batteries are mature products.

Li Shengmao pointed out that the current technology of lithium iron phosphate battery is not yet mature, and the introduction of new standards for new energy vehicles issued by the Ministry of Industry and Information Technology has also given nickel-metal hydride battery cars a great opportunity for development. A few days ago, a research report released by the China Investment Advisor on the 2009-2012 China Lithium Battery Industry Investment Analysis and Forecast Report showed that 99% of the existing hybrid battery market shares are NiMH batteries, and the commercial representative is Toyota. Prius.

Li Shengmao also pointed out that after the introduction of new standards for new energy vehicles, relevant departments will successively introduce subsidies for the purchase of cars for consumers, reduction of exemption of road and bridge fees for vehicles, and encouragement policies for related new energy vehicles and battery companies for the new energy automotive industry. The commercialization eliminates market obstacles.
