Accelerating the implementation of new energy policies throughout the country

Since this year, many regions across China have accelerated the implementation of the New Energy Policy. According to reports from local authorities, from December this year to January next year, 27 cities have begun to enforce the use of ethanol gasoline for vehicles. In particular, 14 cities in Jiangsu and Hubei provinces started promoting ethanol gasoline on December 1, 2005. This included five northern Jiangsu cities—Xuzhou, Lianyungang, Huai'an, Yancheng, and Suqian—where a one-month trial period for ethanol gasoline sales was launched. The trial ended on December 31, and by that date, these cities had to complete the construction of ethanol gasoline blending centers, upgrade gas station facilities, and clean vehicles. The transportation department set up sales points at major intersections, and the supply chain was gradually established. Starting January 1, 2006, regular gasoline was completely banned, and only ethanol gasoline was sold. The required denatured fuel ethanol came from Anhui Fengyuan Co., Ltd. In Hubei Province, nine cities including Wuhan, Xiangfan, Yichang, Huangshi, Jingmen, Suizhou, Xiaogan, Shiyan, and Ezhou participated in the pilot program. They stopped selling unleaded gasoline by December 31, 2005, and fully transitioned to ethanol gasoline. The ethanol was supplied by Henan Tianguan Group. In Hebei Province, six cities—Hengshui, Handan, Xingtai, Shijiazhuang, Baoding, and Quzhou—entered the closed phase of ethanol gasoline operations on December 28. It is estimated that the annual demand for ethanol gasoline in these cities will reach 1.2 million tons, with about 120,000 tons of denatured fuel ethanol needed each year. In Shandong Province, seven cities—including Jinan, Jining, Tai'an, Heze, Liaocheng, Zaozhuang, and Linyi—have started promoting ethanol gasoline and are currently installing pipelines to ensure a smooth transition to full-scale operation by January 8, 2006. According to the reporter’s findings, on April 1 this year, all cars and motorcycles in Anhui Province were switched to ethanol gasoline. Anhui became the fourth province to implement this policy after Henan, Jilin, and Heilongjiang. During a joint inspection by seven national ministries, Anhui's ethanol gasoline initiative was praised for its swift implementation, lack of controversy, stable operation, and positive results. Currently, qualified service stations in Anhui have already achieved a 91.4% sales rate for ethanol gasoline.
