Oak Lawn fire chief to add Chicago Ridge to his duties (more)

The Southtown Star recently published an article detailing a unique partnership between Oak Lawn and Chicago Ridge, in which they have agreed to share the services of a fire chief. According to the newly approved agreement, Oak Lawn Fire Chief George Sheets will take full operational control of the Chicago Ridge Fire Department. However, staffing decisions will still rest with the Chicago Ridge mayor and trustees. The Southtown Star obtained copies of the agreement through Illinois’ freedom of information law, revealing some unusual terms. The arrangement was officially approved by both village boards — Oak Lawn on July 8 and Chicago Ridge on July 15. Under the deal, Sheets will have full authority over all personnel, equipment, apparatus, and staff vehicles for the Chicago Ridge department through 2016. Despite this, the agreement clearly states that staffing remains the exclusive responsibility of the Chicago Ridge mayor and trustees. However, Sheets will be in charge of disciplinary actions involving fire department personnel. As part of the agreement, Chicago Ridge, which currently employs 13 firefighter/paramedics, will cover one-third of Sheets’ annual salary. This is because he is expected to spend at least one-third of his time at the Chicago Ridge Fire Department, handling managerial and administrative tasks. Sheets officially took over as Chicago Ridge’s fire chief on July 15, meaning the village will pay him $37,695 for the remaining 5.5 months of this year. This payment structure will continue in 2015 and 2016, aligning with the length of his current contract. Interestingly, the agreement allows the Chicago Ridge mayor to terminate Sheets’ role at any time for any lawful reason. However, if that happens, the village would still be required to pay his salary through 2016. Either Sheets or Oak Lawn must provide at least 30 days’ notice if they decide to end his tenure in Chicago Ridge. Additionally, the agreement clarifies that Sheets will not be eligible for civil service protection, pension benefits, workers' compensation, health insurance, or disability coverage through Chicago Ridge. He will continue to receive these benefits as a full-time employee of Oak Lawn. Another key point in the agreement is that any legal action involving Sheets’ actions in one village cannot include the other as a defendant.
