Cooperation between Shanxi and Shanghai to Build Luliang Coal Chemical Industry Zone
On May 16, a reporter learned from the Economic Commission of Luliang City, Shanxi Province, that the Shanxi Provincial Government has signed an agreement with the Shanghai Municipal Government to establish a coal chemical and fine chemical industry in Jiaocheng, Luliang, as the core sector. This initiative aims to develop a recycling economy within the Jinhu Luliang Coal Chemical Industry District, marking the first demonstration project under the "Eleventh Five-Year Plan" for comprehensive cooperation between the two regions. The project is currently progressing rapidly.
According to reports, Shanghai Chemical Industry Zone has successfully implemented a new cycle: "resources-products-renewable resources-recycled products." Leveraging the characteristics of chemical products, the zone focused on attracting investment and building an integrated industrial chain. In this system, by-products and waste from one stage become raw materials for the next, while exhaust gases from one process serve as energy for another, creating a highly efficient and sustainable model.
Luliang is China's largest base for high-quality coking coal, with its No. 4 main coking coal seam considered a national treasure due to its rarity. Over the years, the city has leveraged its coal resources to become the province’s largest coke production center, accounting for one-fourth of the province’s total output. Developing a coal chemical industry using coking by-products is a natural extension of Luliang’s resource advantage. However, in the context of industrial restructuring and circular economy development, the region still faces significant challenges.
The goal of the collaboration between Shanxi and Shanghai is to create an eco-industrial park with a fully integrated eco-industrial chain, from product development to waste management. Since last year, through coordinated efforts at the provincial, city, and county levels, as well as joint initiatives between Shanxi and Shanghai, the two governments have agreed to build a recycling economy within the Jinhu Coal Chemical Industrial Zone in Luliang. They have decided to focus on the fine chemical industry based on coal chemicals as the core sector.
The planning objectives include constructing a 3 million-ton coal gasification deep processing project and a 1 million-ton coal tar deep processing project in the short term (2006–2015), and expanding to a 6 million-ton coal gasification deep processing project in the long term (2016–2025). The Luliang Coal Chemical Industry Zone is now preparing to start construction in June this year, signaling a major step forward in regional cooperation and sustainable industrial development.
