Since the beginning of this year, Shuangyashan City has seen a significant decline in criminal activity, with a 9.2% drop in total criminal cases and a more pronounced 13.4% reduction in preventable crimes. This success is largely attributed to the Shuangyashan City Public Security Bureau's strategic efforts to build a "Peaceful Shuangyashan" by enhancing the city's public security prevention and control system. The bureau has focused on strengthening the effectiveness of its security network, ensuring a safer environment for residents. A key initiative involved the establishment of a modern command system. At the start of the year, the bureau emphasized the command center as the core, supported by patrol officers and police officers, while leveraging security guards, community volunteers, and other local forces to form a comprehensive security network. By integrating points, lines, and areas into a unified system, the bureau invested over 2 million yuan to upgrade traffic signs and electronic monitoring systems across major streets. These 24-hour monitoring systems now cover the main roads of the county and district. The bureau also worked closely with local governments to set up checkpoints at all city entrances, achieving a full "four-door lockdown." In addition, over 4 million yuan was allocated to enhance the command center with advanced technologies such as the DRP electronic curtain system, video walls, LED displays, and remote monitoring systems. This allowed for real-time coordination between city and county-level public security agencies, enabling the command center to issue immediate directives during emergencies. Since June, the city’s public security units have responded faster than ever, resulting in a 31.6% increase in on-the-spot arrests compared to the previous year. To further strengthen security, the bureau constructed a multi-layered prevention and control network. It established street-level patrols led by patrol officers, community-based networks managed by neighborhood police, and industry-specific control systems within local businesses and institutions. This ensured comprehensive coverage with no blind spots or gaps. The bureau also reorganized its patrol teams, integrating traffic police and local station officers to improve efficiency. Eight specialized patrol brigades were formed to handle major streets, manage incidents, and respond swiftly to emergencies, significantly boosting response capabilities. In rural areas, the bureau expanded its presence by assigning 101 additional officers to village police stations and setting up civilian police posts in key locations. Over 1,600 individuals from the lowest-level security personnel were appointed as full-time guards, playing an active role in maintaining safety. Community policing was also strengthened, with 64 officers reassigned to urban neighborhoods to ensure two officers per district. The bureau also focused on preventing crime from reaching the public by deepening community engagement. They conducted detailed investigations into case-related crimes, identifying 60 high-risk road sections and 24 critical locations that needed enhanced surveillance. Advanced technology was used to improve prevention, with new residential areas required to install anti-theft alarms and monitoring systems. As a result, burglary cases dropped by 24.6% year-on-year since the start of the year. This comprehensive approach has not only improved public safety but also fostered a greater sense of security among residents. The city continues to refine its strategies, ensuring that its public security system remains effective and responsive to emerging challenges.
