Since the start of this year, Shuangyashan City has witnessed a significant decline in criminal activity, with a total reduction of 9.2% in criminal cases and a more substantial drop of 13.4% in preventable crimes. This success can be attributed to the proactive efforts of the Shuangyashan City Public Security Bureau, which has focused on building a "Peaceful Shuangyashan" by enhancing the social security prevention and control system. The bureau has worked diligently to strengthen the effectiveness of its public safety network, ensuring that crime is not only prevented but also swiftly addressed. A key part of this strategy involved establishing a modern command system. At the beginning of the year, the Municipal Public Security Bureau launched an initiative centered around a command center, supported by patrol officers and police as the backbone, and supplemented by security guards, joint patrols, and community volunteers. By integrating points, lines, and areas into a comprehensive security framework, the city invested over 2 million yuan to upgrade traffic signs and electronic monitoring systems across major streets. These 24-hour monitoring systems now cover all main roads in the county and district. The bureau also secured support from local party committees and governments to set up public security checkpoints at all city entrances, achieving a full "four-door lockdown." With over 4 million yuan invested, the command center was equipped with advanced technology, including a DRP electronic curtain system, video wall, LED display, and remote monitoring tools. This enabled seamless communication between city and county-level police units, allowing for rapid response to emergencies. Since June, the city's police have responded faster than ever, leading to a 31.6% increase in on-the-spot arrests compared to the previous year. In addition to strengthening command operations, the city has worked to build a robust security network. A multi-layered approach was adopted, involving street-level patrols led by patrol officers, community-based initiatives led by neighborhood police, and industry-specific controls led by internal security departments. This ensured comprehensive coverage without blind spots or gaps. Patrol teams were reorganized and integrated with traffic police and station officers, creating eight dedicated patrol brigades responsible for citywide security, handling incidents, and responding to riots. As a result, street crimes dropped by 33.1%, and industrial area incidents fell by 42.8%. To further extend security to the grassroots level, the Public Security Bureau has deepened its community outreach. In urban areas, 64 officers were reassigned to community roles, ensuring each district had at least two police officers. In rural areas, 101 officers were added to village police stations, and 1667 community security personnel were deployed to work directly in villages. This approach brought law enforcement closer to the people, improving responsiveness and preventing crime before it occurs. The bureau also conducted thorough investigations into case-related crimes, identifying 60 high-risk road sections and 24 critical locations requiring enhanced security. Technology played a crucial role in these efforts, with new residential areas being equipped with anti-theft alarms and surveillance systems. As a result, burglary cases have fallen by 24.6% year-on-year. This comprehensive strategy has significantly improved public safety and restored confidence among citizens.
