During the campaign, 18 enterprises were ordered to halt production and advertising, and their stock was seized. It became illegal to sell anabolic agents or peptide hormones without a prescription, except for insulin. Retailers found violating these rules faced severe penalties, including license revocation. In particular, some pharmacies in Anshan City in Liaoning Province were punished for illegal sales, highlighting the strict enforcement of regulations.
Import and export controls were also tightened. All imported anabolic agents needed both a registration certificate and an import permit from the SFDA. Export licenses required certification from the importing country's authorities, reflecting China’s commitment to international anti-doping standards.
